I also read somewhere about an item called "Staff Wrapping", of which only a few exist, not "Staff Wrapping of XY", only "Staff Wrapping".

They can make them spawn, but they can't spawn them directly.
Ergo, it is a real item. And it meets your criteria.
Also, players have the ability to teleport to any district too, so I don't get your point there either. Gaile is also limited by district limitations (player maximums), and can't go joining DIstrict 5,340 of GTOB.

I said it's real, meaning I know it is an existing item in the game, but I didn't say it isn't a mod hack.
It wasn't created by the natural game engine. it was defined in the item db, and generated manually, (read: by code), out of the blue. she "received it" just as people "received" armbraces from the people who duped them.
I wrote 'district', but I meant 'outpost'. She mentioned that she was unnaturally teleported to outposts. (I think it was on an event in droks).
The point of the article is listing items which were available and no longer are. the frog was never available.

Vampiric bows and +12% -1 health regen weapons in PRESEARING. Long before the "Guild Hall Glitch" in pre these mods use to drop. Some people still have the original vamp weapons that are NOT from the guild hall glitch or from any other exploit.
The vamp bows are like 2/-1

I recant the fiery flame spitter submision.
cut and paste from the old wiki:
There were once two versions of this item. The previous version had 15% chance of faster skill recharge instead of 10%, and was unavailable for some time and traded amongst players for this reason. All Flame Spitters were converted to 10% in the Wednesday 25th of October update.
link: http://guildwars.wikia.com/wiki/Fiery_Flame_Spitter
I was unaware of this update.

I'm not going to argue, but I'm going to say you are wrong here and leave it at that. This isn't possible, and it isn't even remotely similar to the armbraces thing. If you want proof, ask her.

No you are!
I'm not talking of legitimacy, but of the technical way in which this was achieved, as opposed to the way ownership of other items are achieved.
And to make it clear why it does not meet my criteria, I'll quote the title of the thread:

+15% dmg -1 hp regen inherent mod, they would still accept a -1 mod so it would be a -2 hp regen weapon. as far as i know they dont drop anymore.

I said I'm not going to argue but if you're going to call me wrong, please back it up with either a quote from Gaile where they magically changed their server/client infrastructure just for her (hint: not happening), or show me how they changed the s/c infrastructure, because what you just said to me is not possible.

The Frog was never made available to players, so your arguement is pointless really.

I'm pretty sure they still drop. I myself got a few, including one of a factions skin. they were all pretty cheap to buy, so I'm guessing they weren't too old.

Looks like it's not the req which changed, but yeah, that's good.

How on earth else do you think the item was created?
I doubt they changed this magic set-in-stone "s/c infrastructure" you keep referring to. The Frog was certainly rolled out in some update though, as foo suggests with his present example, rather than dropped or spawned.
So yes, code modified, database/blobs edited, item created. What's the big fuss?
In a similar note to Zarnas' Wrath, Chkkr's Flatbow's icon (possibly skin also) changed colour in an update. Pretty uninteresting, but hey.

Nah, I had a Monk wand drop with inherent for Fire and Water, and a Blood staff drop with inherents for Curses and Death within the last few months.
Either way, they're at best merch food.
